Consultation on a proposal to join together Moor Allerton Hall Primary School with Allerton Grange High School from September 2018

In response to an ongoing need to provide additional primary school places in the Roundhay area, Leeds City Council is bringing forward a creative and innovative proposal to provide an additional 420 permanent school places (60 per year group) in the Roundhay and Moortown area. Leeds City Council is proposing that Allerton Grange High School and Moor Allerton Hall Primary School join together to form a through school for children aged 3-19 years.

The first phase of the consultation process will run from Thursday 12 October to Wednesday 29 November, as part of this there will be several drop-in sessions. These events provide an opportunity for questions and conversation and allow us to gather and share information on an informal one to one basis.

Following this all the issues raised will be reported to executive board who will then decide whether to progress to the formal, statutory part of the consultation process which we anticipate taking place in December and January, but we will update this timeline when we have definite dates.

Consultation on a proposal to expand primary school places at Allerton Church of England Primary School

In order to address a growing pressure on school places, Leeds City Council has permanently increased primary places across the Alwoodley and Roundhay areas over a number of years and more recently additional places (bulge cohorts) have been agreed at a number of local schools on a temporary basis. This includes Allerton C of E Primary School.  We anticipate that there will be a continued demand on places and as we have provided physical accommodation to enable the school to admit additional children on three separate occasions, it is appropriate for us to consult on whether this should become a permanent change, as the statutory guidance from the Department for Education recommends.

 The consultation is on a proposal to expand primary provision at Allerton C of E Primary School from a capacity of 420 to 630 pupils, with an increase to the admission number from 60 to 90 in reception from September 2018. The consultation period will run from Mon 26 June 2017 to 4pm on Fri 21 July 2017 and during this time there will be three drop-in sessions at the school which will be open to parents, local residents and other interested parties where you can have your say or find out more. The dates of the drop-in sessions are as follows:

Monday 26 June – 5:00pm-7:00pm;
Monday 3 July – 8:30am-9:30am;
Thursday 13 July – 2:45pm-4:00pm

The Roundhay area of Leeds has been identified as needing an additional 60 reception places (two forms of entry) to ease ongoing pressure on primary school places in the area. A free school bid from the Roundhay Park Primary School Trust has been approved by the Secretary of State for Education to provide these additional places. Finding a suitable site to establish this school on has so far been difficult. Leeds City Council, the Education Funding Agency and the Free School Trust agreed to undertake a joint consultation with all interested parties and stakeholders on 4 potential sites in the Roundhay area which had been considered by the Education Funding Agency as having potential to be brought forward for educational use. One of these sites is on a part of Roundhay Park so we feel it is right that the whole city has a say on whether it should be further considered for this purpose.

There will be a drop in session where staff will be available to answer questions and discuss the consultation at the Civic Hall. Please see details of the drop in session below. When will a decision be made?

The outcomes of this consultation will be passed on to the Education Funding Agency (EFA) for inclusion in their appraisal of which site(s) to consider progressing for the free school.

Any site the EFA does move forward with would need to be purchased from the current owner and also require planning permission. Issues such as planning constraints and purchase costs are covered in the attached site specific information.

Carr Manor Community School-statutory proposal and notice period

At its meeting on 19 October 2016, Leeds City Council’s Executive Board approved the publication of a Statutory Notice relating to the expansion of primary provision and establishment of SEN provision at Carr Manor Community School.

A formal proposal has now been published. This is known as a statutory notice, which is published at the start of a period during which representations can be made to the local authority. The statutory notice period runs from 21 November 2016 to 4pm on 19 December 2016.

The proposal is to expand primary provision at Carr Manor Community School from a capacity of 210 pupils to 420 pupils, with an increase in the admission number from 30 to 60 with effect from September 2018 and to establish provision for pupils with Complex Communication Difficulties including children who may have a diagnosis of ASC (Autistic Spectrum Condition) for approximately 12 pupils (6 primary, 6 secondary) with effect from September 2018.
